The last time this happened to me it turned out that Steam had decided it was a great time to update. Killed the process and EVE was useable again. While you may not have Steam installed, there's a chance that something else outside of your game ...

Dunno what to tell you, then - given my experience I'd say no visuals is better than seizure mode. Now that the missile effect code is "in the wild," hopefully the bugs will get smacked down quickly and we'll both achieve satisfaction.
